Canadian Good Manners - Just for the "Little People"?

We neighbors to the south look north for exemplar good manners.

A recent lapse by an Encana senior executive makes me wonder if it is only the Little People in Canada who adhere to good manners.

When asked a routine question by an investment analyst during a public telephone conference, CEO Clayton Woitas answered,

"The answer would be no,fucking asshole."

Does Canada have two secret books of etiquette, one for our Masters and one for the rest?
